As a rule of thumb, anything you could get a coin edge into is worth filling, and anything with weeds coming out of it is overdue — roots hold the crack open and keep it wet. Hairline surface checking is generally a sealcoating job rather than a filling job.
On bare asphalt, yes — filler is a line, and an honest one. That is one of the reasons crack filling and sealcoating are usually booked together: the seal coat goes over the top and the whole surface reads as one colour.
You can, but the price goes up rather than the problem staying still. Filling a crack is inexpensive; patching the pothole it becomes costs several times more, and rebuilding a soft base costs several times that again.
