Yes, and most jobs are exactly that — the old lines are the layout and we refresh them. If the existing arrangement is wasting space or the traffic flow does not work, we will say so and you can decide whether to keep it or change it while the lot is empty anyway.
We usually work in sections so you are never fully closed, and paint is typically walkable quickly and drivable within a few hours depending on weather. Most commercial jobs happen early, late or on a weekend — tell us your quiet hours and we will work to them.
That is the normal order: seal the lot, let it cure, then stripe onto the fresh surface. Painting first and sealing over it covers the lines. If we are doing both, the sequencing is our problem to manage, not yours.
